🚘 Changing a Foreign Driving Licence to a Turkish Licence

Foreign residents living in Turkey are allowed to drive using their foreign driving licence for a maximum of six months from their date of entry into the country. After this period, Turkish law requires the licence to be converted to a Turkish driving licence (Türk sürücü belgesi). Driving with a foreign licence beyond six months without conversion is considered illegal, and penalties may apply if stopped by traffic police.

The conversion process does not usually require a driving test, provided that the foreign licence is valid and issued by a country that has a reciprocal recognition agreement with Turkey. Most European Union, UK, US, Canadian, Australian, and many other national licences can be exchanged directly, although requirements vary slightly depending on the issuing country.


🏛️ Where to Apply

Applications are made in person at the Nüfus ve Vatandaşlık İşleri Müdürlüğü (Provincial Directorate of Population and Citizenship Affairs), which operates under the Ministry of Interior. Every major district and city in Turkey has one of these offices.

Appointments must first be made online through the government website www.nvi.gov.tr or by calling the official helpline at 199. On the day of your appointment, you must attend in person with all required documents. Processing typically takes 1–2 weeks, and once the licence is approved, it is sent to your registered address by secure courier.


📋 Required Documents

Applicants need to bring the following:

  • Original foreign driving licence, along with a notarised Turkish translation (from a sworn translator and notarised at a notary office).
  • Valid passport or residence permit (ikamet).
  • Biometric photographs (usually two).
  • Medical report from an authorised family health centre (Aile Sağlığı Merkezi) confirming fitness to drive.
  • Blood group certificate (or declaration on the form).
  • Proof of address (registered with the local population office).
  • Receipts of payment for the conversion and card issuance fees.

Your foreign licence will be taken by the authorities and sent back to the issuing country (where applicable), and you will be issued a new Turkish licence.


💳 Fees and Payment

The conversion involves two standard payments: a card printing fee and a class fee depending on the type of licence (car, motorcycle, etc.). These are paid at participating banks or online through the tax office system (http://www.gib.gov.tr).

For example, the total cost for a standard car licence (Class B) in 2025 is typically around ₺1,500–₺2,000, which covers both the licence card and processing fee. Using approximate rates, this equals about £65–£85, €75–€95, or $80–$100. Prices vary slightly each year according to government updates.


⏳ Validity and Renewal

Turkish driving licences are valid for 10 years for private vehicle classes (A and B) and 5 years for professional or commercial categories (such as buses and trucks).

To renew a Turkish licence, drivers must apply again at the Nüfus Müdürlüğü before the expiry date. Renewal requires:

  • The existing Turkish driving licence.
  • A new medical report confirming ongoing fitness to drive.
  • A recent biometric photograph.
  • Payment of the renewal fee, which is lower than the initial application fee (around ₺1,200–₺1,500 as of 2025, or roughly £50–£65).

No driving test or written exam is required for renewal, provided that the driver’s licence remains valid and no serious traffic offences have been committed.

The renewed licence is sent by courier to the driver’s registered address, and the old licence must be surrendered at that time.


🌍 Foreign Licence Types and Recognition

If your foreign licence is issued in Latin script, it can be used for up to six months without translation. However, if it is written in non-Latin characters (such as Arabic, Cyrillic, or Chinese), an official Turkish translation must be carried alongside it, even during the first six months.

After six months, conversion is mandatory for all foreign residents, regardless of the language or format of the original licence. Some countries (such as the UK, Germany, and many EU states) have bilateral agreements allowing direct conversion without additional training. Licences from countries without an agreement may require a partial re-examination.

While your conversion application is being processed, your existing foreign licence is temporarily retained by the authorities. You will receive an official document confirming that your application is in progress, which allows you to continue driving legally within Turkey until your new Turkish licence is delivered.

Processing generally takes 7 to 15 working days, and licences are sent to your home address by secure post. You can track the status of your application online through the same portal where the appointment was made.


❗ What Happens If You Don’t Convert in Time

Foreigners who continue driving in Turkey after six months without converting their licence may be fined, and traffic police have the authority to temporarily seize the vehicle or issue a penalty. In addition, insurance companies may refuse to honour claims if the driver is using an unrecognised licence at the time of an accident.

For this reason, all foreign residents intending to live in Turkey for longer than six months are strongly advised to begin the conversion process as soon as possible after obtaining their residence permit.
